In 1907, Mayor John Witherspoon proposed founding a city outside of Kodiak as an answer to problems posed by gold miners encroaching onto land that was still under Russian control despite assurances that it would be given back to the indigenous people after their extraction was complete. On July 16, 1909, three days after becoming mayor of Anchorage due to term limits, Witherspoon submitted a petition for incorporation with an estimated population of 507 citizens (out of 1,009 then existing). On October 6th same year local officials convened a meeting at Government Wharf which recommended that incorporation take place as soon as possible so that necessary groundwork could be done such as platting off lots for development etcetera before anything actually happened - this effectively put an end to any discussion about secession or even whether or not Anchorage should be incorporated at all! On December 5th1900 decision had finally been madeto incorporate with an estimated population of 1123 citizens; just one year later! Incorporation took place without incident only two years later following annexation by King County located immediately south of downtown; making Anchorage one official county within metropolitan Seattle proper! With growth comes crosstown competition which led to severalStore locations being opened throughout Downtown during World War II: First Union Pacific Railroad Depot became known locally simply as "The depot" followed by Alaskan Malamute Hotel & Casino (now Petroglyphs National Monument) across SODO Blvd., among others...the list goes on!
