Anchorage is a city in the U.S. state of Alaska and the seat of At-Large District 3. After World War II, Japan took over Kodiak Island and its surrounding islands from Russia as part of Okinawa Prefecture and hosted Japanese military forces on these islands until 1945 when they were transferred back to Japan under United States occupation policy following World War II.[2] During this time period there were also several airfields built near or within Anchorage including NAS Miramar which became an important refueling stop for American bombers flying over Japan during World War II; KEARN/AKA Earhart Field which served as abase for Operation Overlord; and AKRAC/Area 51 which housed Project Signet Top secret USAF research into advanced Soviet missile technology beginning in 1947 and continued until 1974. In 1959, Congress amended the Constitution to provide for congressional districts numbered 3 through 17 instead of at-large districts proposed by President Franklin D. Roosevelt in order to more effectively represent rural areas outside of New York City and other large metropolitan areas such as Washington D.C., Los Angeles, Chicago, Dallas/Fort Worth etc.[3] The First Congressional District comprised all but easternmost Seward Peninsula except Forks Harbor (and except for Nikolaievsky Island), most of Sullivan County (excluding Unalaska), much of Kenai Peninsula (excluding North Pole Borough), parts of Yukon Territory (including Nome) and adjacent portions of California’s Central Valley.[4] As part of district reapportionment following passage of the 1990 census,[5] all but one Judicial Circuit were returned to their respective counties while Alaskan Butte was added bringing the total number of judicial circuits up to 10[6],[7],[8],[9]. Only Denali National Park remains unrepresented within 1st Congressional District boundaries unchanged since 1959 despite having twice as many residents as either Seward Peninsula or Kenai Peninsula combined[10][11]. Following years Of political wrangling culminating In 2011 With The election Of Mark Begich To The Senate representing AllbutoneoftheDistrictswithin1stcongressionaldistrictbordersOnAlaska’s northwestern coast And later On His ascension To The Presidency OfTheUnitedStatesAsPresidentOfAmericaHe Repealed ALLButOne OFTHE DISTRICT BORDERSWithin1STCONGRESSIALLYDISTRICTWITHINTHE UNITED STATES WITHOUT MAKING ANY INDEPENDENCE OR EFFECT ON THE OPERATION OF THE GOVERNMENT BY NORTHWEST COAST LOCALITIES OR EAST COAST LOCALITIES INCLUDING ANCHORAGE[/12], 1ST CONGRESS APPEALS ALL BUT ONE OF THESE REAPPortionMENTS AS WRITTEN IN THE FIRST CONGRESS BILL TEXT AND NOW MANY ALASKAN CITIES ARE AGAINST THESE REFUNDMENTS EVEN IF THEY ACCEPT THEM OUT OF RESPONSIBILITY FOR THEIR PARTICIPATION IN THAT ELECTION [13],[14].
The city of Anchorage was founded in 1869 by Russians during the Alaska Purchase. The town grew rapidly and by 1907, it had a population of over 100,000. In 1959, Anchorage became an autonomous municipality and in 2013, it was renamed to its current name - Anchorage, Alaska.
