The Vestavia Hills rifle scopes industry began in the early 1920s when a few farmers in Vestavia Hills, Alabama, started manufacturing their own rifles withington scope lenses. By 1924, three companies had formed and were selling scopes throughout the Birmingham area: The Robertson-Miller Company, The Citizens Optics Corporation and The Albright-Knox company. In 1934, another company was founded by two businessmen from Mobile County named W. H. “Harry’’ Schultz and Harry L. Robbins to sell optics products through mail order. This company became known as the American Optical Company (AOC). In 1938, AOC introduced its first rifle scope model designed specifically for use on shotguns: the Model XXIII shotgun scope. The Model XXIII used an adapted German Schmidt & Bender prismatic lens design that allowed it to provide magnification up to 26x with a reticle that could be quickly rebound off of the target at any angle within 1 degree of vertical or ninety degrees of horizontal. The city was renamed for General James Vowell Hill after his victory in the Battle of Black Mountain in 1865. Hill had been an important general during Reconstruction Era trials in Alabama. In 1920, vestavian hills annexed much of neighbouring Hoover from what were then known as Jefferson County (now Mobile County). This annexation caused some conflict because many residents felt that they had been cheated out of their homes by what they saw as an unfair deal with Hoover; however, vestavian hills leaders insisted that it was only Transitory Annexation and not an official act by the city government which allowed them more control over their community's affairs. In 1970s and 1980s there were several high profile murders here including: Ollie Masterson – shot dead outside his home while he slept; Reginald Ray – killed while driving into town; Tim Hardwick – kidnapping & murder victim who became known as "The Beltway Killer"; John Allen Muhammad Jr.– serial killer who killed 10 people within 2 weeks across five states before being apprehended
