The first taser deployment took place on November 3, 1999 in Prattville, Alabama when police responded to a call of disorderly conduct. Upon arrival, they discovered that someone had thrown a rock at a car. As officers arrived on the scene, they saw two suspects running away from the scene with one carrying a taser Device. After arriving at the scene, officers found three men- all juveniles- who were attacking another man with fists and rocks. The officer using the Taser shot one of the juveniles dead while he was still holding onto his rock throwing victim. Following this event, more deployments took place throughout Alabama including cases where people were using fireworks or other weapons to attack police Officers. In response to these incidents, theAlabama Legislature passed House Bill 4795 which limited use of Tasers by law enforcement personnel without prior approval from county commissioners or judicial justices. Today, there are several manufacturers producing Tasers including Black Diamond International Inc., Castle Electronic Corp., Franklin Armory Co., JBL Corporation and Policegear Incorporated among others. Prattville is a city in Marshall County, Alabama, United States. The population was 8,482 at the 2010 census. It is part of the Birmingham–Hoover Metropolitan Statistical Area. Prattville is located on U.S. Route 1 about 20 miles (32 km) east of downtown Birmingham and 30 miles (48 km) south of Montgomery. The first settler in present-day Prattville was Mr. John Hughes who arrived in 1824 from Tennessee with his family. He named the town after himself, Pratt County being near where he lived and had cattle and horses brought over from Tennessee by wagon train. A post office was established at Prattville in 1827, and remained in operation until it was discontinued in 1907. In 1853, General Nathan Bedford Forrest expedition invaded Alabama with an army including 6,000 troops under General Andrew Johnson and attacked Mobile Bay colony which included Prattville; however they were soundly defeated at Battle of Mobile Bay and all but Forrest were captured or killed. A new courthouse was built on Main Street by George Fenton around 1860 which served as the county seat until 1889 when Montgomery City took over that role due to growth within the county limits since then there has been no real center for government business within the village boundaries other than service providers such as law enforcement held out to residents inside their own homes or businesses near public transportation stops like Walmart or Target located adjacent to primary schools during morning/afternoon lunch periods when students are available for school (Grades PK-12). Prattville is a small town located in Hale County, Alabama, United States. The population was 923 at the 2000 census. It is part of the Birmingham-Hale County metropolitan area. Prattville has been inhabited since the 17th century. A post office was established here on July 10, 1825, and named for Nicholas Pratt (1773-1850), an early settler who helped found what is now Prattville. At one time there were as many as twenty settlers living in this small community. The first store in Prattville was built by John Denton in 1853. In 1876, entrepreneur Hosea Griggs opened a grocery and general store which became one of the most popular businesses in town until it closed its doors in 1924. The first school was erected here in 1870 and named for Dr. Samuel Beard (1820-1902). Reverend Cundiff Huntington (1848-1928) served as pastor from 1888 to 1902 and taught night classes from 1892 to 1912; he also coached the local football team during that time period In 1915, James Fenton purchased land here for $8,000 which he used to build what is now known as Fenton Hall School which served students from Preble Elementary through High School until it closed its doors in 1984 following a fire that destroyed much of the building complex including the gymnasium and sports fields adjacent to them The population of Prattville peaked at 1,325 during the 1930 census but decreased rapidly thereafter due to various factors such as World War II military housing shortages and later economic conditions In 1990, when Hale County was created from parts of Montgomery County, Prattville became part of that new county . Its current population is 622 . Since 2000, however, Prattville has seen an modest uptick with 7% growth year over year . According to recent censuses conducted by both government agencies and private organizations such as Forbes magazine , median household incomes have increased slightly since 2000 while average family sizes have remained relatively stable – showing continued strength throughout some tough times while also providing some stability amidst other changes taking place within our community
