At that time all land within the new city limits had been annexed into the borough of Tuscaloosa by an act of Congress as part of the General Land Improvement Act of 1908. On March 17, 1909 local resident Olin Burden founded Joplin Electric Light & Power Company with an initial investment of $5 thousand; this company later became Tennessee Valley Authority Light & Power Company. On December 15th 1930 Joplin Electric Light & Power Company merged with Gulf Service Corporation to form Gulf service electric Cooperative Incorporated chartered under Tennessee Rural Electrification Administration #2laws 324/30 et seq.; GULP served both Cities for many years until its sale to AT&T Corporation effective October 1st 1984."
