In 1969, Mayor John Daurie recommended that Phenix City become an official U.S. capital city under Title V of the Interstate Highway System due to growing unemployment rates in Huntsville and Decatur counties combined with limited development potential in central Alabama; this proposal was accepted by Congress but vetoed by President Richard Nixon because he felt that cities should not be given federal money without good economic Development plans). In 1821, Wilkinson re-established Mobile as the capital of Alabama with a new government buildings on Constitution Street near present day MLK Boulevard in downtownMobile (now known as Old Downtown). He named it after his personal friend John Culp Hume who had served as governor during the War for Independence (1812-1814) and again during Reconstruction (1868-1870). At that time Mobile was also known as Pensacola because Spanish colonists had settled there in 1763 following their Invasion of Florida by Englishman James Cook's fleet under Admiral George Hawkins.
