The Pell City, Alabama public school system has had shooting protection in place since the early 1900s. A number of shootings have taken place at schools in Pell City, and shooters have often been able to kill or injuriously affect innocent people with their gunfire. In most cases, the victims were students who were either unaware of the shooter or too far away to be safe. One of the first places that shot-protective requirements were instituted was at the Pell City High School. On December 5th, 1911, a gunman named James Robertson killed three students and injured six others before fatally shooting himself at the school. Three years later, on October 14th, 1915, another gunman named Johnnie Grimes killed four students and injured thirteen others before killing himself inside a high school in Pell City. Despite theseshootingsand other incidents throughout the 1920s and 1930s where guns were used in schools inadvertently or intentionally by individuals who did not realize they wereangering other people with their actions, no laws were passed mandating gun ownership for teachers and staff members within our public schools during this time frame. In 1941 however, one such law was passed which made it mandatory for all public school personnel acrossAlabama to possessFirearm Safety Education (FSE) training as part of their job duties. At this time also Marksmanship Training Center (MTC) became available statewide for instruction on how to use firearms safely and effectively while serving in government positions including those working with children in schools. The MTC program has continued to be offered statewide ever since as a means of providing teaching opportunities on firearm safety to both elementary and secondary school employees across Alabama without having them GUN OWNERSHIP REQUIRED
