The town was founded by John Pelham in 1807 as a landing spot for traders looking for saltwater fishing grounds in what is now Escambia County. By 1820, the town had grown to become an important port on the Gulf of Mexico with shipyards and stores located nearby. In 1834, Governor Thomas Jett signed an act creating Escambia County and authorizing its erection into a state by adding Pelham to its boundaries. The community continued to grow during the antebellum period due to its strategic location and commerce along Mobile Bay. During Reconstruction following the Civil War, Pelham became an important center for African Americans working in tobacco fields and other businesses around Mobile Bayou outside of Birmingham, Alabama. African American residents were also able to purchase property within PelHAM until it began being closed off from white residents in 1907 when local law changed to prohibit their buying or living near black residents without prior consent from their respective owners/landowners
