In 1865, Muscle Shoals became an independent city under the leadership of Mayor George Washington Carver with control over its own police department and fire Department. After Japan attacked Pearl Harbor on December 7, 1941 (the attack that made World War II possible), President Franklin D. Roosevelt signed legislation creating Alabama's Army Air Forces on April 15, 1942 (the day after Pearl Harbor). On September 25th of that year (just days after Japan's Attack on Pearl Harbor), Muscle Shoals became Ground Zero for American involvement in World War II as part of Operation Crossroads which led to more than 10% of all Allied aircraft being manufactured there between 1941-1945 including such luminaries as Lockheed P-38 Lightning fighters, North American P-51 Mustang dive bombers and Boeing B-29 Superfortress bombers In 1945/46 Muscle Shoals was also home to America's first peacetime atomic bomb testing complex at Grand Gulf Island which operated from 1945 until 1951 when it moved to Enewetak Atoll due to radiation concerns
