Montgomery is one of the most important cities in Alabama and its history is reflective of that. The city was founded on April 12, 1836 by citizens of Montgomery who petitioned for incorporation as a town. When the state legislature refused to incorporate Montgomery, the citizens fought and won an arbitration case to have their request honored. This event helped solidify Montgomery as a center of commerce and political power in the region. The first commercial ammunition depot in Montgomery was established on May 3, 1837 by J.D. Bemis and Company. By 1850, there were six such depots in Alabama with prices ranging from $2 per round to $8 per carton. Ammunition production increased rapidly during Reconstruction due to demand from Union soldiers and outlaws who used it for target practice and artillery practice. In 1865, Confederate General Robert Ewell ordered his army into Mobile County to take control of that city after its fall from Confederate control). In order to move munitions quickly into position, local farmers organized themselves into gangs known as "Battalion Post" league members which loaded ammo onto wagons and transported it eastward across the bayou towards Mobile Bayou where they unloaded at gunboats anchored offshore. The process took weeks; gunfire echoed through downtown Mobile until nightfall before being silenced by Navy gunfire ashore. Despite this logistical challenge, ammunition production continued unabated until 1880 when restrictions placed upon exports by Spain caused a decrease in demand for American manufactured munitions worldwide following the Spanish-American War (1898-1901). In response, American factories went bankrupt while European firms thrived; this made America's access to munitions crucial both during World War I (1914-18) and II (1941-1945). "Montgomery's role in industry has been largely forgotten but its contributions are not," wrote historian John Sieving in his book about Aberdeen Proving Ground located within walking distance of Montgomery's old arsenal complex; "during World War I he supplied over half a million rounds of ammunition." Ammunition manufacture resumed after Prohibition ended with help from United States Munitions Control Administration programs such as Area 53 which purchased surplus weapons direct from European manufacturers surplus program participants did not enjoy similar benefits enjoyed by arsenals or exporters within United States borders during prohibition era

This order helped create the modern day American gun culture. Gun ownership has greatly changed throughout history because it has been necessary for efficient warfare and protection against tyranny. Gun owners today have a direct impact on how many guns are available in each nation – allowing different cultures to share in this key aspects of international peacekeeping (see Figure 1).
