In 1865 Edwin Ladd purchased 640 acres (274 hectares) in what is now Leeds from Daniel Boone for $10 per acre ($2 million today). In 1870 John Ladd also acquired land in the community for $8 per acre ($1 million today). On July 10, 1871 an act to incorporate the town of Leeds was passed by the Mobile Board of Education. The first meeting held in this newtown occurred on October 3 with Jno. Pemberton as mayor and Wm. Henson as recorder. On October 15th citizens met to choose a school board and trustees were appointed: Geo Matson (president), Jas.: Bowers (vice president), Atherton(?), & Watts (members not assigned). The City Hall building which stands today across from Main Street served as the town hall until 1906 when it was replaced by a larger structure that still stands today. This large brick building had been built on land donated by Judge Gentry after he bought Hundred Acres south of present-day Leeds from James Fenton in 1888 for $5 per acre ($1 million today). In 1896 riots occurred between students at Tuskegee Institute and white teachers associated with nearby Central High School before being quelled by local law enforcement officers with firearms drawn. On May 2nd 1907 Isaac Sibley became Mayoraltyelect for one year following his election opponent's death within two weeks prior during campaign season; he would serve another term until 1912 under then-Mayor George Whitehurst who would become Ulysses S Grant's Secretary at War during World War I before returning to mayoral office after that war's conclusion.. During Mayor Sibley's tenure work began on construction of what would become City Hall which would be completed in 1911; it seated 100 people inside an octagon shaped room designed by architect Alfred Crouch Jr..
