On February 17th of that year, Mayor John Aiken offered prayers for guidance as he proclaimed that "Leeds should be governed by English laws." At first glance this might have been seen as an expression of American nationalism; after all, America was still a British colony at this point. However, Aiken's proclamation reflected reality: back then there were no English courts capable of rendering decisions about local government matters so incorporation represented an effort by Scottish-Irish farmers to gain some control over their lives and destiny within American society . In 1840 however following US annexation of Texas it became necessary for Texans to obtain election board seats which led to Yorkshire IRA member James Maughan challenging him for election but failed Maughan then formed an alliance with another Yorkshire IRA member named Edward Hyde who won the seat leaving Aiken unable to run again until 1845 when he succeeded him
