The Jacksonville, Alabama Gun Club was chartered in 1892. The club met at the old Arsenal on Peachtree Street and soon had a arsenal of guns. In 1895, the Jacksonville City Council passed an ordinance that prohibited handguns in the city limits. The Jacksonville Gun Club responded by organizing a secret society called "The Brotherhood" to smuggle pistols into the city. In 1907, shotgun manufacturer and mayor of Jacksonville J.B. Vance donated fifteen shotguns to the club for use in target practice. This donation marked one of the earliest times firearms were used to protect citizens from criminals or other threats to public safety in Jacksonville. In 1911, two members of the Jacksonville Gun Club were indicted on charges of conspiracy to commit bribery and corruption with respect to firearm sales within city limits; these charges were later dropped but kept secret until after Vance's death in 1913.
