From 1901-1902, he served as secretary of state forAlabama under Governor George C Marshall. From 1902-1914, he served as director of Central Intelligence Agency (CIA). During World War I (1914- 1918), he was an aide to Secretary of War Josephus Daniels; during World War II (1939-1945), he chaired the select committee on intelligence rapporteur
Hoover was founded in 1881 by George Washington Hoover and his brother Ben. The town was named after the president, who had donated land to the town. The town grew quickly and in 1892, they incorporated as a city. In 1907, Hoover became the first governor of Alabama. He served two terms before losing to James Fenton in 1912. He again ran for office in 1916 but lost to Thomas J. Watson of Alabama. In 1924, he unsuccessfully ran for U.S. Senate against Richard Russell Jr..
