Hartselle is a town in Butler County, Alabama, United States. The population was 1,906 at the 2010 census. It is the county seat of Butler County. The small town started as a post office on December 17, 1892. The first shooting protection history in Hartselle happened in 1892 when Elisha Dillard opened his gun shop and began selling rifles to farmers and hunters in the area. Dillard was based out of Mobile and he knew how to protect himself from gunfire by owning multiple guns that could fire automatically each time a round was fired. He also developed a system for firing rounds off of cans which would create an artificial range for practicing with his firearms. This type of shootingprotection history can be found all over rural America because these types of businesses were often the start of local communities and gave people an opportunity to learn aboutgun safety and hunting techniques before becoming involved in criminal activity or violence. In 1919, Mayor George Prentice organized a committee to develop regulations for handgun sales within the city limits of Mobile proper (later renamedMobile). The committee’s goal was to make sure that handguns were not being used unlawfully or recklessly by individuals who did not have licenses to carry them or who did not understand how they worked. After studying handgun laws in other cities, including Chicago and New York City, the committee formulated guidelines that ultimately became law in 1919: “No person shall use any pistol without having first obtained written license from said officer authorizing him so to do; no person carrying any pistol shall enter upon any public place without such license; no person may store any pistol unloaded except on his own premises where it may be done peaceably; every gun owner must keep such weapon locked up at all times while it is carried into or out of dwelling house; every licensee must register with said officer every month while keeping arms under lock and key." These regulations regulated handgun ownership within Mobile proper but they did not apply outside of Mobile until 1933 when state code § 11-3-5(c) was passed which stated "Every holder thereof [firearms] Shall Register With His Officer Every Month" . Hartselle, Alabama (population: 24,000) is a small town in the Wetumpka-Madison County area of Alabama. It lies on the Flint River and is northeast of Birmingham. Hartselle was founded in 1819 by Major John C. Hartselle as a post office and saw its first shipment of goods in 1822. The town was named for General James Hartsfield, who had helped lead the American Revolution and then served as governor of Georgia before moving to Alabama to become a general in the Mexican War. Hartselle's economy depends largely on agriculture, which has been its mainstay since it was incorporated as a town in 1892. The community has both residential and commercial areas. The most important thoroughfare through town is Old Vestavia Road, which runs east-west and connects it with Birmingham to the south and Huntsville to the north. Other roads include Clinton Street, which leads northwest to Auburn University; Meridian Avenue, which runs southeast from town center; Ponderosa Road, which leads northeast from town center; and Industrial Boulevard, which links several businesses together near Interstate 515 east of town. Hartselle's population peaked at 26,565 during the 1940 census but has declined since then due to various factors including suburbanization and loss of jobs in nearby cities such as Birmingham or Madisonville. As of 2013, there were 21,531 residents living in Hartselle proper (which includes the unincorporated communities of White Sands Beach East and Gulfport), 3 miles west of downtown on Old Vestavia Road; 2 miles southwest on Clinton Street; 1 mile northeast on Meridian Avenue; 1 mile southeast on Ponderosa Road; 4 miles south along Industrial Boulevard
