This plan failed because many Northeastern Republicans joined forces with Southern Democrats to defeat him in elections across the country where they gained control of Congress and pledged not to spend any more money without getting Democratic support First Lady Eleanor Roosevelt helped coordinate this effort which ultimately led to World War II
