Foley is a small town in southern Alabama, located about 20 miles east of Birmingham. The population was 6,545 at the 2010 census. Foley was first settled by white people in the 1830s. It became a black community in the early 1960s when African Americans moved to the area from other parts of Alabama and Georgia. In 1990, Foley's mayor, Willie Horton, was sentenced to life in prison for shooting and killing an innocent black man.

The first known human settlement in Foley was by the Indians called the Creeks. They built a small log cabin on an impoundment near present day mile marker 9 on Mud Creek in 1785. A year later, they erected a larger cabin on the same site. In 1827, Foley officials malaria vaccine experiment was conducted at their academy which produced one of the world's first successful vaccines for that disease. In 1827, Jedediah Biddle (1807-1880) established himself as a landowner and stage coach driver in Foley with his family and operation continued until 1865 when he moved to Mobile County, Alabama. In 1865 he sold his property to Elijah White who platted it into First National Bank which became First State Bank of Foley City today. In 1901 Fenton Minton bought land from Jedediah Biddle for $1 million which he used to build The University of Alabama at Birmingham there soon followed by other businesses including JB Radio Corporation (later Time Warner) where Dr John Morse invented telephone service in 1903; First American International Insurance Company where insurance began being sold outsideofAlabama; and finally Tuscaloosa General Motors Corporation (TGM). Many early residents including Judge Julius Hocking moved to Tuscaloosa during this time period while others such as Governor George Custer decided to stay put due to limited opportunities available elsewhere in Alabama during this time period In 1965 First State Bank merged with Peoples National Bank forming Peoples National Bankshares Incorporated which still exists today

Foley was founded in 1819 by John Foley and his wife, Nancy. The town became an important trading center for the area and prospered until the Civil War. After the war, Foley declined to secede from Alabama and stayed with the state. It was a small community during the early 19th century but grew rapidly in population after a rail line was built through it in 1851. In 1870, Foley became a city and remained so until 1955. The city's growth led to its annexation by Birmingham in 1907. Today, Foley is a small rural community with a population of about 350 residents.
