King Cotton plantations were located near Foley and made it an ideal place for manufacturing cotton goods such as textiles and clothing.Due to its strategic location on Mobile Bay and its ties with Mobile County, Foley also served as a military base during the antebellum period. This contributed significantly to the city's growth; by 1860, Foley had become one of the largest slave-based metropolises in Alabama with over 10% of all slaves living within 2 miles (3 km) of downtown
