There were also two blacksmiths and one tailor in 1865. However, during Reconstruction (1868-1871), most African Americans left Foley for better opportunities elsewhere in Alabama or Mississippi. In 1892, Foley had a school system with 12 students and a teacher; however this soon closed due to lack of funding. In 1909, an electric light company arrived at town and began expanding services; however this soon stopped after fire destroyed their equipment several times over the years. By 1916 there were just six residents living in Foley when World War I started; however the population increased rapidly after troops arrived to fight on both sides of the war (1914-1917). The local paper reported that “the largest contingent ever seen came down here last week from Mound City” as more than 2,000 men enlisted from Marshall County alone! After World War I ended there were no new arrivals until 1927 when Congress created Marshall County as an all-black county following redistricting within Alabama based on white voting patterns across the state during Reconstruction The first black resident of Foley was Mrs. Alice Washington who moved there from Birmingham around 1930 In 1951 Governor John Urdenberry ordered all cotton fields throughoutAlabama be burned because they were being used for racial purity tests which he felt violated constitutional rights Foley is now known for its annual Blossom Festival which takes place over Memorial Day weekend
