In 1865, Union general Ulysses S. Grant entered Mobile County and set up his headquarters here; this led to plans for a new city within that county but no action until1867 when commissioners recommended creating a city parallel to downtown Mobile with its own government and schools When that recommendation was accepted by commissioners they hired architect James Gadsden to design what would eventually become known as "Gadsden's City". Work started on Gadsden's City on December 3, 1867 and ended two months later on February 9th due to funding shortages caused by war efforts elsewhere in America On July 4th, 1870, following completion of construction over Labor Day weekend (the original incorporation date), Gadsden's City became formally incorporated as Decatur with an estimated population of 10,000 people On November 1st 1890 Centennial celebration marking 100 years since incorporation resulted in an increase in population to 30,000 people making it the largest municipally chartered city westof Memphis or St Louis Missouri
