Cullman, Alabama is a small town in the north-central part of Alabama. It is located on the Cullman River and has a population of about 30,000 people. Cullman was founded in 1873 by pioneers from Georgia. The town was named for General Edward H. Cullman, an American soldier who fought in the Mexican-American War and the Civil War. The first high capacity conversions were done in Cullman in 1978 by Wacoal America Corporation (WACO) as part of their efforts to increase production at their plant in nearby Chattanooga, Tennessee. At that time, WACO had the largest integrated power plant facility in the United States with a total installed capacity of 6 million watts (MW). In 1987, Southern Power Company (SPC) converted its entire electric generation facilities into highcapacity conversion units (HCCU's). SPC was one of the first companies to use HCCUs to generate electricity for distribution services within its own company territory. That same year, SETI resumed operations at its old site onthe Cullman River after having vacated it several years earlier due to environmental concerns about coal mine development adjacent to the riverbed. At that time, SETI had an installed generating capacity of over 20 MW. In 1990s there were numerous other large commercial/industrial customers converting their entire electric generation facilities into HCCU's including ExxonMobil Corporation(XOM), Dow Chemical Company(DOW), GEICO Insurance Group(GEICO), Lockheed Martin(LMT), Motorola Inc.(MOTOROLA), PepsiCo Inc.(PEPPSEKA), Samsung Electronics Co., Ltd.(SAMSUNG)), and US Airways Corporation(USAGY). These conversions represented an important step forward for High Capacity Conversion Technology as they allowed these businesses to meet increasing demand for electricity without upending their existing infrastructure or disrupting service delivery.

Cullman is a small town located in the southern part of Alabama. The population was 2,624 at the 2010 census. Cullman is home to the Cullman Air National Guard Base and Cullman County Courthouse. The first settler in Cullman was James Robertson who came from Scotland in 1814. James married Sarah Swann and they founded the town on November 15, 1819. At that time, Cullman had only three residences: a log cabin on the east side of US Highway 33, a BaptistChurch on Third Street, and an adobe building on what is now Main Street. In 1902, Cullman had a post office with one letter per plate and six stamps per issue. In 1903, it had two postal stations with four stamps each; one served as Post Office 1 while the other served as Post Office 2 until 1907 when both were closed down due to financial difficulties within the community. In 1928, changes were made to Alabama's postal system which allowed for eight different types of mail - four regular mail items (such as postcards or letters), two Express Mail items (such as Invitation Cards or confirmations), and two Package Mail items ( such as parcels). These new rules applied specifically to rural areas so that small towns could not obtain same level of service whether they lived within city limits or not. On October 1st 1961, following passage of Statewide Corrupt Practices Act No.(SB) 985 by then Governor George Wallace (), Cullman became an incorporated municipality within county government with its own mayor/council form of government under Rule XIII-3(a) of the Alabama Code Of Judicial Procedure . On December 5th 1961 through Order No.(OJ 61-5), City Council adopted Resolution #1 declaring itself "CullMAN" once again becoming responsible for all aspects related thereto including but not limited to Mayor/Council Meetings, Streets & Roads ordinances etc., effectively taking over all functions currently performed by County Government including those relating thereto pertaining specifically to Sheriff's Department operations etc... finally ending any ambiguity surrounding this matter since "CULLMAN" was always synonymous with "CULLMAN AIR NATIONAL GUARD BASE."
