After Reconstruction ended with the end of slavery, business started to decline throughout central Alabama because manufacturing jobs were lost at local plants during the period from 1870-1920 when transportation costs increased greatly with new railroad construction across America which created more opportunities for job growth outside Jackson County (the county seat). However, some businesses did continue to grow through the 1920s into what is now called downtown Athens despite continuing challenges faced by African Americans during this time period such as lack access to education or employment opportunities outside their neighborhoods or families. The current incarnation of Downtown Athens began developing around 1960 when Community Development Corporation (CDC) purchased a large parcel next door to McConnell Air Force Base on Vine Street from two businessmen - Drayton Funk & his son William - who had leased it from Johnson Aviation Company for $2 per acre ($10 per acre today). They named their property Square One after Charles De Gaulle's visit thereto on November 17th 1960 while he was president of France which marked an important turning point for downtown Athenians since De Gaulle endorsed civic pride among French-speaking communities across America including Atlanta where he also resided at that time In 1963 CDC announced plans for two new buildings on Vine Street: one housed an art gallery called Painted Ladies Gallery founded by Americus “Bud” Sims; and another building became home to both The Ohio State University Extension Service store (now part of Sears) and Athenaeum Bookstore which opened April 1st 1966 followed by First Baptist Church on December 31st1966 under then Mayor Leroy Bateschall’ leadership This blocks off Vine Street between Ninth Avenue South and 10th Avenue North forming what is now known as CBD/DOFP – Central Business District/Eastside Neighborhood Development Plan It should be noted that CDC Plaza was never built primarily because there was no money available for it given Congress' decision notto award any funding for cultural programs outside Jackson County following recommendations made by President Lyndon B Johnson ads
