The first gun targets were installed in O'Fallon, Illinois in 1857. At that time, the town was a small settlement of about 100 people. The first target installations were located on the east side of Market Street near the current location of the library. The locations for future targets were determined by the distance to any public buildings or fortifications in town. By 1862, there were three guns and six target missiles at various locations in town. In 1865, riflemen from Company K of the 7th Cavalry engaged enemy soldiers during an engagement at White Sands Prairie outside of town. One soldier was killed and two other men were wounded as a result of this fight. In 1870, riflemen from Company A1 (later Companies C3 and D3) skirmished with Indian warriors at Red Willow Creek near O'Fallon while on patrol duty. One man was killed and four others were wounded as a result of this battle. In 1875, an Army regulation called for installation of gun targets along US-29 within one mile of every military post within ten miles of Chicago; such installations would provide opportunities for military training exercises without fear of engagements with friendly Indians or bandits

In 1861, during the American Civil War, Captain John J. Pershing organized and led an expedition to found Fort Donelson in Tennessee and within 2 years had won acclaim for his Midwestern bravado with his "charge through Chattanooga." In 1865 he led an attack on Fort Sumter in South Carolina and was brevetted Brigadier General Ulysses S. Grant's aide-de-camp before being transferred to command of all Union troops west of the Mississippi River after Johnson's victory over Confederate forces at Appomattox Court House). In 1868 he moved from Chicago to become Commandant of West Point Military Academy where he remained until his death in 1892. From 1893 to 1898 he also directed instruction at Annapolis Naval Academy where he became Superintendent of that institution after leaving West Point. Captain John JPershing is credited with being one of the first people to use targets as firearms training tools. He developed techniques that helped improve accuracy when shooting pistols while wearing gloves because they could not grip onto any other object nearby while aiming
