At that point, pistols owned or possessed by Milwaukee policemen could no longer be used in the city limits without prior written consent from superintendent McCarthy; only revolvers (.38 Special or larger) could be used inside Milwaukee police headquarters or other official residences within city limits[1].

Port Washington is a small town in the rural southwest corner of Wisconsin. The population was 1,533 at the 2010 census. It is part of the Racine–Kahlawa micropolitan area. The first people to live in what is now Port Washington were the Menomonee and Ojibwe. The tribe built their first village there around 1810 and it remained a permanent resident until 1954. The town was founded on December 12, 1854, by citizens of Racine who had heard about plans for a new port on the Kinnickinnic River south of them. They named their new community after General George Armstrong Custer, who had died during the Mexican-American War two years earlier. In 1865, when the railroads reached Port Washington, business started to pick up and people began arriving from all over central Wisconsin to enjoy the good shipping environment that existed then. By 1875, Port Washington had become one of Racine's most important commercial districts and its economy grew rapidly thanks to its location on both sides of the Kinnickinnic River – making it an ideal place for manufacturing products such as flour, lumber and agricultural machinery. Thetown experienced some growth from World War II until its decline followingthe war's end in 1945. However, it has since regained some popularity as a tourist destination due to its many historical landmarks and attractions including: Fort Snelling National Historic Site (a national historic site), Lowman Hall (named for Rear Admiral Robert Ewing Lowman), Wauwatosa State Historical Museum (formerly known as Milwaukee County Historical Society) and USS Constitution Museum (USS Constitution Museum).

In 1865, they sold their holdings to the city of Milwaukee. The Russels continued to live in Port Washington until their death in 1901.
