Bartlett is known as the "Gateway to the Appalachian Mountains." The first settler in Bartlett was George Waddell and his family in 1827. The town was platted on July 1, 1830 by John Bartlett Sr., one of the original settlers. The name originated from Indian Chief Black Hawk's term for "the place where my father died," meaning "bartletown." In 1856, General Ulysses S. Grant visited Bartlett and praised its economic development during his visit to Tennessee that year. He also noted that there were no stores or hotels in town but plenty of farmers and planters who had set up businesses along Main Street since he had last been there thirty-six years earlier when he served as military governor of Arkansas Territory (1846–1850). In 1865, after most of the eastern Ohio Valley had become Union territory following the American Civil War, Governor Andrew Johnson called an emergency meeting at which he proposed annexing all of Williamson County east of Knoxville into Tennessee because it seemed unlikely that any other state would agree to do so before federal troops arrived to protect Johnston's interests in those areas. Because many residents in Confederate-held towns like Phenix City voted not to secede fromTennessee, this proposal accomplished nothing beyond increasing Johnson's popular support within his own state during what became known as Reconstruction; however it pleased General Sherman who threatened to remove Johnston from command if Nashville failed to take action against Confederate forces operating within its borders should they begin anything resembling insurrectionality or violence within their new acquisitions (although Sherman never acted on these threats). After Johnson's death in 1865, three commissioners were selected by Gov't Commissioners Court - Jno Hensley (of Pikeville), Arent Belcher (a lawyer) and Anson Phelps - to make recommendations on how best to run Tennessean government without an elected legislature. One recommendation called for creating a board chaired by a county judge with supreme powers over law enforcement and education; this idea was rejected because few people wanted their government controlled by outside bodies rather than through democratic process including members appointed by their local governments. In 1868 a committee led by Rufus King recommended incorporation instead based on two main considerations: having control over one's own affairs & being able to provide financial stability for growth while keeping important services such as schools open & providing needed infrastructure such as roads & bridges open/functioning properly The Board of Commissioners voted 3-1 favorible incorporation but reverted back due lack of funds available at that time On May 9th 1870 Following much discussion about incorporations status & future plans several citizens organized themselves into a new political party named the Republican Party Of Bartlett Incorporation
