The first European settlers in what is now Baker were French colonists who arrived in 1682 and named it "Boulogne". A post office called Boulogne was established in 1809, and remained in operation until it was discontinued in 1835. In 1836, the U.S. government founded the parish of Jefferson as a way to consolidate all of the parishes within East Baton Rouge Parish into one unit so that tax collections could be improved. The new parish was named for James Kenedy (1768-1847), an American Revolutionary War general and Member of Parliament from Louisiana. As reported by KKR: On September 15th 2017 residents near Hammonds Point suffered extensive flooding due to Tropical Storm Harvey making their homes unlivable and devastating their neighborhoods overnight according to many reports including Oneonta resident Michael Hennigan whose house completely flooded along with his wife’s home next door they live on a peninsula between two lakes he said with access only through kayaks then 12 feet deep water filled everything then started coming up fast like crazy they had never seen before he tried moving his kayaks out but there was just too much water higher than them so he stuck them there until morning
