The first permanent European settlers were French colonists who founded Belle Époque on land that includes present-day Jacksonville on November 12, 1795. They named their new settlement after Jean-Baptiste Le Moyne de Biscaye, Count d'Iberia et du Castelnuovo della Scala (1685–1757), an Italian general and governor of Cuba from 1710 to 1721 who had come to America with his Spanish army under General Montero during the War for Independence from Great Britain. The name "Belle Époque" was not used for Jacksonville until 1814 when it was renamed after Captain James Fenton Calhoun (1787—1859), a British Army officer who had served under Admiral John Steedman during the Seminole Wars and came to America as part of HMS "Britannica." In 1835, Battle Creek was established as a small town adjacent to what would become Jacksonville by three white men – Hernando De Soto, Antonio López de Santa Fe and Gaspar de Portillo – while they were exploring Indian Territory east of Lake Pontchartrain. They named their community after Fort George Gadsden which they saw near Tampa but did not occupy because they planned to return home before winter arrived. In 1836 Jaxonites founded an agricultural society known as 'The Agricultural Society of Jaxon.' This society grew into what became known as 'The First National Bank,' Incorporated on December 3rd 1861 with $2,500 capital subscribed by thirty five citizens including Edward Ewing ($1 million today). On February 25th 1865 Jacksonville voters approved incorporation as a city by referendum; this action made Jacksonville one of Floridas eight original counties (along with Hillsborough county) created following Reconstruction which ended slavery in all southern states except Texas A&M University's Galveston island where slavery continued until May 14th 1870. With over 100 businesses operating in downtownJacksonville within two years following its incorporation Jacksonville became one of Floridas leading commercial urban centers On January 2nd 1899 City Commissioners authorized Mayor Denny Sanford to purchase 350 acres at East Broad Street extending northeasterly from New Market Road northward thence along East Broad Street southward through Government House Cemetery thence across North Miami Avenue westward finally I-95 traffic entering or leaving Jaguarsport should enter or leave via Municipal Drive instead Highways 95/Upper Broadway are US Highways 321 & 35
