In 1912 Superior incorporated as a village and adopted a new government which included a Mayor and Sixteen Councilmembers while remaining within Weld County limits; this arrangement continued until 1978 when it became an independent city with full municipal powers within Weld County In 2002-2004 City Manager Jeff Nichols led an aggressive campaign for annexation intoDenver Metro Area but due to opposition from other municipalities in Weld county he withdrew his application
