Lomita is a small town in Inyo County, California, located on the eastern edge of the San Gabriel Mountains. The population was 1,824 at the 2000 census. It is part of the Los Angeles metropolitan area. The first European to see Lomita was Juan Rodríguez Cabrillo on October 24, 1542 when he landed there with his ships Santa María and Concepción on Spanish Bay. He named it after Menéndez de Avila's flagship La Gloria which had been lost in an attack by Native Americans off Cape Mendocino several months earlier. In 1881, Lomita was incorporated as a city under the name of "Santa Monica". On July 15, 1924, after years of planning and discussion by City Council members and residents, voters passed Proposition H (Measure HH), which created Lomita as a city limits covering all of present-day Inyo County except for portions lying east of Interstate 5 or west of Interstate 805. The new boundaries were based on land grants that had been given to settlers in that area since before white settlement began in this portion of Southern California; many were farmers who ranched sheep and cattle on high ground overlooking downtown Lomita. On January 20, 1931 Los Angeles annexed much of Inyo County including Lomita from Santa Monica; however annexation did not take place until February 14th because then-mayor George Norris vetoed Measure J (Annexation Act) due to concerns about increased traffic congestion within the newly annexed city limit. On May 10th 1938 Mayor Norris signed Resolution No. 2 calling for annexation of parts north and eastof I-5 into Los Angeles proper; this action led to protests from Lomoitas who felt they should have been included in Los Angeles instead of being annexed separately again just weeks later when Measure R (Annexation Regulation) took effect mandating that only cities with more than 700 residents be admitted into the city government. Although initially opposed by some councilmembers fearing another costly annexation campaign they decided to go along with Norris’ plan because it would help increase property values within their own limits while still allowing people within those limits access to services and amenities found within Greater Los Angeles without having their homes taken away or experiencing increases in rents or prices for goods & services bought outside their jurisdictions
