Lake Forest is a city in Contra Costa County, California, United States. The population was 23,752 at the 2010 census. It is part of the San Francisco Bay Area and it has a large concentration of technology companies and their workers. One such suburb was called North Oakland because it would be north of Interstate 680 on Telegraph Road near northern Berkeley.[8][9][10] However, North Oakland failed to take off due to its location near BART stations (and also because suburban housing prices were much higher than those in the nascent Castro Valley).[11][12] In 1978–79,[13] developer Ronald Perelman built a large shopping center at what is now Elmira Road and Hearst Avenue in northwest Lake Forest[14]; this led to another failure for North Oakland due to high housing prices relative to those south of I-680 (the Castro Valley). Nevertheless, Perelman's Eagle Rock Shopping Center became one of Northern California's largest malls. In 1984,[15]:87 Eagle Rock Mayor Don Poindexter appointed himself City Manager,[16]:96 after being rejected by county supervisors who wanted someone with more power over planning decisions.[17]:41 After several years managing property through contract negotiations with various developers,[18], Poindexter became Mayor effective January 1, 1992 following his election unopposed by any supervisors
