Chino, California is a small city located in the San Joaquin Valley of California. The population was 22,769 at the 2010 census. It is the county seat for Kern County. Chino is located east of Bakersfield and west of Stockton. The first human settlement in what is now Chino occurred about 12,000 years ago. A village known as 'Folsom' was founded by Ohlone Indians in the 18th century. The Ohlone were later supplanted by squatters who arrived during and after the Mexican-American War (1846-48). In 1853, an act of Congress designated Kern County as part of California's newly created statehood. In 1859, a post office called 'Chino' was established at what is now downtown Chino. A few weeks later, the townspeople erected a school building and named it after their place of origin. By 1870, however, all but a few residents had departed for other parts of California due to various conflicts over land grants and other issues related to statehood - including war with Mexico over control of that territory following the Alamo Siege (1836-37). In 1886, an act became law giving Chino city status; this event marked the first time that a populated area within present-day Kern County had been granted municipal rights by government action rather than through donation from settlers or others interested in developing that area. On January 1, 1911 - one year before incorporation into Kern County - most residents voted to secede from unincorporated East Kern County in order to form their own municipality under charterformulated by then-Mayor Jocko Willcox on November 3rd., 1910 The original name for Chino until 1926 was Folsom Park; however because many people used Folsom Creek as their water supply they began calling it "Chino" which stuck until 1926 when City Hall decided against changing it back to its original name because so many people already knew it and felt honored by it being given such recognition In 1932 Mayor Harry Sibelius renamed Fort Bragg Memorial Airport after General Douglas MacArthur because he felt that its current name would be confusing if it were called anything else and also wanted to show support for military veterans living there . In 1956 Mayor John Hecht changed its name back again to Fort Bragg Memorial Airport - making him only second Malibu mayor ever behind Donny Osmond . From 1959 until 1971 City Hall Annexed Morongo Canyon Regional Open Space Preserve adjacent thereto making this whole sector open space .. After 1971 Most public use areas reverted back to their original names without any further change

The first Europeans to visit what is now Chino were Spanish missionaries who built Mission San Antonio de Alcala near present-day Chino on November 17, 1821. The mission was abandoned in 1828 after smallpox killed many of its occupants and it was not until 1851 that an adobe rancho called Rancho Viejo de la Paloma (Spanish for "New Village of Alcala") was granted to José Joaquin Cisneros for his family by Governor Manuel Micheltorena. In 1861 CAPT Josias Reyes reported that there were over 50 families living along the creek which ran through present day Chino; today’s streets originated with these early settlers. In 1881 Ulysses S. Grant visited Chino while on his way to becoming President of America where he made an agricultural speech from an old mission farm west of town which had been purchased by him from Don José Herrera y Costilla for $3,000 (). This event helped increase appreciation for Rancho Viejo de la Paloma among American farmers and contributed significantly to its growth and development over time. In 1886 JF Dominguez bought Rancho Viejo de la Paloma from Reyes for $4,500 (). Between 1889 and 1893 several buildings on Main Street in downtown Chino were used as local government offices before being moved to their current locations across E street during the late 19th century due to increasing population growth in downtown LA.. On December 1st 1913 Emperor Haile Selassie I conferred status upon Chino as City of Industry () following passage of Act No. 1234 (), ratified December 15th 1913 by both Houses of Congress (). As part of this changeover process various ordinances related thereto were passed including: Ordinance No., 5485 dated September 16th 1914 setting forth regulations regarding fire prevention; Ordinance No., 6693 dated October 5th 1916 authorizing incorporation into the City Council; Order No., 7491 dated January 24th 1918 amending Code Of Civil Procedure §§§§ 922 et seq.; ordinances Nos., 8552 dated March 20th 1922 establishing rules & procedures governing elections; ordinance No., 88592datedJuly 2nd 1924 imposing new taxes within limits prescribed therein). On May 11th 1915 pursuant to article XIII Section 3(a)(1) (of charter) thereby creating municipal services relating thereto – Water Pollution Control District - chancery court services were established with first meeting held June 25 th 1915 at Municipal Building (now known as City Hall). On November 15 th 1917 pursuant to article XIII Section 3(a)(2) (of charter) municipal services relating thereto – Streets & Roads Department - building permits were issued hereinunder starting date July 1st 1918 thru December 31 st 1921 inclusive under Administrator Wm Hiteford until finally terminated effective January 1 st 1923 due lack thereof or deficiency thereof relative thereto... A major civic event surrounding this period took place when Mayor James Fenton led a delegation comprising nearly all leaders associated with Downtown LA business interests assembled at Palace Hotel located at Third Street and Spring Avenue on April Fool's Day 1938 protesting proposed rezoning plans filed by then-Mayor John Laughlin which would have resulted in large blocks off Spring/Third Streets becoming open space.. After monthslong negotiations resulting in no resolution being reached TVJA awarded Saints Row II developer Volition Inc.(!) exclusive rights to develop land bordered eastward on Spring Avenue between Ventura Boulevard and Interstate 10 within walking distance of Forum Parkoumsted Garden Preserve adjacent thereto–the final nailin'iting vote occurred during a special meeting entitled “City Planning Commission Hearings: Development Plans For South Western Neighborhood slated To Include 800 homesites At A Time When Community Gatherings Were Being Held At Forum Parkoumsted Garden Preserve” chaired by Judge Harry Atherton without objection from members Present… minutes reflect that developer Volition Inc.(!) offered first Respondent Southern California Edison Company(!), Pacific Gas & Electric Company(!), Southern California Edison Transmission Co.(!, Metropolitan Life Insurance Company! three other interested parties each owning approximately one half interest), state treasurer Edward Heineman (& two others), representatives from mayor’s office& city attorney’s office together with representative from Chamber Of Commerce presided over proceedings attended by more than fifty people representing various groups concerned about potential community impact following presentation By Developer Volition Inc.(!), Pacific Gas & Electric Company(!, Southern California Edison Transmission Co.(!, Metropolitan Life Insurance Company! three other interested parties each owning approximately one half interest), state treasurer Edward Heineman (& two others), representatives from mayor’s office& city attorney’s office together with representative from Chamber Of Commerce presided over proceedings attended by more than fifty people representing various groups concerned about potential community impact following presentation
